The Carnotaurus's jaws just are not designed for hunting larger dangerous animals, especially any as big as a Tyrannosaurus. They're too small to contend with the REx, and their jaws are far too short and unimpressive to inflict any meanginful damage, while the Tyrannosaurus can deal massive amounts of crippling damage with its far more impressive jaws.

Some characters absolutely dwarf their competition but if their opponent is on the same tier, they can still damage them and two Carnotauruses with the speed advantage is going to be a struggle for the extremely slow Tyrannosaurus Rex to win. The Tyrannosaurus is much too big and the Carnotaurus is much too ill-equipped to take on larger dangerous animals for this fight to be fair.Size doesn't matter as much as Tier in a fight.
